    [Hong Kong] Market Misconduct Tribunal sanctions China Medical & HealthCare Group Limited and its directors for late disclosure of inside information

    The Market Misconduct Tribunal has fined China Medical & HealthCare Group Limited, formerly known as COL Capital Limited, and six of its former and current directors a total of $4.2 million for failing to disclose inside information as soon as reasonably practicable following proceedings brought by the SFC. COL and the six sanctioned directors admitted that the information relating to the profits made from COL’s position in ChinaVision Media Group Limited, now known as Alibaba Pictures Group Limited, the overall profit figures for March 2014 and the profit for the nine months ended March 2014, as well as significant gains from COL’s investment trading in the shares of ChinaVision, came to their knowledge in April 2014.  However, the information was not made public until 10 September 2014 when a positive profit alert was published in relation to the company’s financial performance for the year ended 30 June 2014.

    [Hong Kong] Revised banking returns and disclosure templates/tables for implementation of revised counterparty credit risk framework, etc.

    The HKMA would like to inform authorized institutions that HKMA have finalised the revised templates and completion instructions (“CIs”) of the Return of Capital Adequacy Ratio (Form MA(BS)3) and the Return of Assets and Liabilities (Form MA(BS)1). The electronic files for the two revised Returns and their accompanying CIs are available for downloading from the HKMA’s supervisory communication website. Reporting institutions should submit the two revised Returns to the HKMA, via the STET system, starting from the position as of 30 June 2021.

    [Hong Kong] Competence Assessment for Money Service Operators - Sample Questions

    To tie in with the implementation of the Competence Assessment for money service operators, the Customs and Excise Department (“C&ED”) compiled a set of sample questions for reference by the licence applicants and licensees so that they can fully grasp the mode and scope of the Assessment.

    [Singapore] Consultation Paper on Proposed AML Notices for Cross-Border Business Arrangements of Capital Markets Intermediaries under Proposed Exemption Frameworks

    [Singapore] Notice on Supervision of Market Participants (SFA 02-N02)

    [PRC] China central bank mulls tools to cut carbon emissions

    The People's Bank of China will introduce financial instruments to help cut carbon emissions amid the country's broader green transition efforts. The central bank will guide financial institutions to step up support for technological innovation, small and medium-sized enterprises and green development, it said in a quarterly report on monetary policy implementation.

    [Singapore] Singapore-listed ETF assets jump nearly 70% year-on-year in April as bonds soar
